Et assurer aussi de bons services pour tous le monde se considère aussi comme un grand défi pour parvenir au développement durable, dans les pays de l'Organisation de coopération et de développement économiques, 100% de la population raccordée à la distribution de l'eau douce, ainsi que la majorité au réseau d'assinissement . Et Cela fut à la suite des politiques et procédures et juridiques et technologiques essentiels dans la gestion de l'eau avec l'avantage de prendre l'expérience des autres pays, et de fixer des objectifs nécessaires pour maintenir la valeur écologique des ressources en eau dans l'environnement et d'assurer leur préservation . Et pour savoir les principes et les approches de la gestion de l'eau, nous avons pris l'expérience des pays OCDE comme un exemple a étudé, et l'expérience française comme un modèl vivant sur ces pays.
