Abstract

هدفت هذه الد ا رسة إلى التعرف على دور الم ا رقب المالي في تدقیق النفقات العامة، حیث أصبحت النفقات العامة و الرقابة علیها من المشاكل التي تواجهها الدولة بسبب سوء تسیرها و تأثیرها الشدید على المی ا زنیة العامة ،و دور الم ا رقب المالي في سعیه للتقلیل من هذه المشاكل. و توصلنا من خلال د ا رسة حالة في مصلحة الرقابة المالیة لدى ولایة بسكرة أن الم ا رقب المالي یقوم بتدقیق النفقات العامة من خلال عملیة الفحص و الم ا رجعة و التقریر التي یقوم بها ضمنیا أثناء رقابته ففي الفحص والم ا رجعة یتم تدقیق الملفات و م ا رقبتها و تقیمها و اتخذ الق ا رر حولها أما في مرحلة التقریر یقوم الم ا رقب المالي إما بالتأشیر علیها أو رفضها أو الإشعار عنها. الكلمات المفتاحیة : تدقیق - النفقات العامة – الم ا رقب المالي – الرقابة المالیة . Research Summary : This study aimed to identify the role of the Comptroller in auditing public expenditure, where public expenditure and control became a problem faced by the state due to mismanagement and severe impact on the general budget, and the role of the Comptroller in his quest to reduce these problems. Through a case study in Financial Control service BISKRA, we concluded that the Comptroller audits the public expenditure through the process of examination, review and report performs during his audit implicitly During the examination and review, the files are audited, monitored, assessed and decided upon.
