dc.description.abstractThe economic crisis of 2008 in its scope worried all economic actors at the global level. However, literature shows that if an alarm is installed in an area, it could be absent in another that could find instead a positive impact! In the current global economic crisis and his actual effects, particularly the US debts crisis of summer 2011, countries in developing as Algeria could "exploit" the situation to stimulate and encourage the transfer of technology and skills by getting companies in trouble and is closing in European countries.
