Abstract

The municipality has become a regoinal group that plays a prominet role in local development , especially in light of the global economic crisisdue to the detenioration of fuel prices , which imposed on the countries dependent on oil revenues, including algeria, the trend towards the diversification of financial revenues , It was therefore necessary to financial review the legal system of the regional groups( municipality and province)to expand their power in order to find other sources to finance their budgets, by opening the way for investment in all fields , especially agriculture , tourisme, industry and services , so as to enable them to reflect their development plans in ways that are effective for their public interests.
