Abstract

At the turn of the 21 st century, the renovation phase has begun and the inclusion of the galactic dimension in national public policy and development programs with the promulgation of the law of spatial planning and sustainable development, followed by the ratification of the national plan for the preparation of the territory which is the main tool for organizing and filling the national sphere, where he outlined the national plan for the creation of the territory provisions and arrangements for the development of regions to be promoted, but on the ground the national policy to create the region has not achieved the desired objectives, where the promotion of the cities of the south remains one of the biggest challenges facing this policy the southern region of the country has considerable qualifications natural and economic potential, and in contrast this region is the most marginalized and suffering in all aspects compared to other regions.
