Abstract

This study aimed to determine the sources of funding for municipalities in Algeria and to highlight the most important different financial resources by identifying the internal and external revenues of the municipalities in Algeria, and then identifying our legal and human financing problems and identifying the reasons for the insufficiency of the financial resources of the municipalities in light of the deficit that suffer from it, and provide solutions adopted by the central authority to eliminate it. Finally, we seek to clarify the new reform measures directed at improving these resources. The study also concluded that the solutions adopted, began to yield some results, but they remain insufficient in the face of the depth of the problem due to the lack of full coverage of its aspects. This calls for a reconsideration of the local financing structure in all its aspects with the involvement of the various relevant parties.
