Building on the progress already made in these areas at all three levels of the Organization, WHO has undertaken a new approach that promotes and facilitates health mainstreaming, equality and human rights, which continues to strengthen its role in providing technical, intellectual and political leadership in relation to the enjoyment of the right to health. The right to health is a fundamental and universal human right that guarantees the enjoyment of the highest possible standard of health by all peoples. It is the goal for which the World Health Organization was established, as stated in its preamble that international cooperation is necessary to promote health: “The health of all peoples is a matter of essential to achieving peace and security, and it depends on the cooperation and perfection of individuals and nations.en_US
