dc.description.abstractThe Maghreb countries, including Algeria, are considered modern states, due to their submission for a significant period of time to foreign colonialism, which dominated sensitive positions in the Moroccan states at the time and drained their various wealth, so that the post-colonial period (independence) became a period of impotence and vacancy for the Maghreb countries that tried to compensate for their deficit By resorting to borrowing from the Fund and the World Bank, these last two, whose terms were initially characterized by being soft and related to economic reforms only, to turn after the Cold War period into strict conditions, and their reforms include all fields due to their exclusivity in international financing with the fall of the parallel international system and the socialist competitor that was pioneered by the Soviet Union at the time.
