dc.description.abstractThe subject of this study focuses on the major changes concerning the foreign policies of the Magrebian countries in the post cold war era. This period which was described as the end of history, the American dominance… in order to describe the properties of this period of time, especially when focusing on the American dominance in all domains. The international system witnessed –in the post cold war- many either structural changes ( the American dominance, the appearance of new states in the international stage especially in Europe…) or in the nature of international interactions (the international issues, the disappearance of ideology ‘s role…) all of those changes had a large and important role in defining foreign policy issues of the Magribian governments in this period of time. In the international area, the magrebian countries at the beginning of the 20th century descided many changes at the political level concerning the political systems (democratic change), through deciding the constitutional modifications. Economically and socially, Magrebian countries faced different problems such as the indebtedness, poverty, unemployment … Internationally, the Magrebian governments faced the American European competition to built a cooperative relationships (in order to control this area) through a different initiatives. European union suggested the partnership with the Mediterranean at Barcelona in nov.1995, this partnership founded the economic group consisted of 27 European and 12 Mediterranean states except Libya .this corporation focused on three main domains: politics and security, society and human issues, economics and finance. Theoretically, this study focused on the influence of the international factors on defining foreign policies, this approach was founded mainly by realistic- especially new realistic-point of view, which claimed that the changes in the international order will affect state’s foreign behavior. In order to benefit from this theoretical background, we found that the Magrebian states was influenced mainly by the international initiatives (Europe) 162 by entering the partnership and recently the neibourhood policy, which was suggested to improve the relationships between them. but in the other side we found that these hard efforts with the Europeans contradicted with the small efforts to progress in the inter-magrebian relationships especially since 1994. Focusing on Libya’s foreign policy, through comparing it’s development since the bipolar system, we found that the new international system gave many challenges on Libya especially with the new issues of war on terrorism, the mass destructions weapons...this new issues force the political system to decide many changes internally and externally the Lockerbie crisis forced the Libyan government to decide many changes in foreign policy issues in order to protect their regime. However the government decides to improve its role in the Arabian and especially the African area.en_US
