Abstract

The Multi-Ethnic is one of the most important societal phenomena, especially at the anthropological and political studies, because of their impact on the unity and stability of countries and governments, as well as their obvious impact on national building and integration policies, particularly in countries and societies that characterized With a high degree of multi-ethnicity, across all levels and dimensions (religious, ethnic, linguistic and cultural). This study attempts to address the multi-ethnic phenomenon, as an independent variable that impact on the nature of the government’s and administration system in the State of South Sudan, through focusing on the period subsequent of 2011, which is the year when southern region was split up from the Republic of Sudan and the establishment of the State of the South, and The study found that the multi-ethnic was one of the most important reasons for the application of the decentralized system of government in Southern Sudan, and the mismanagement of multi-ethnic with the unequal distribution of power among different ethnic groups,have contributed directly to the failure and disruption of the functioning of the regime Decentralization In southern Sudan.
