dc.description.abstractThis doctoral thesis deals with the subject of human resources management in the university services sector and its impact on the student’s social service, based on a firm conviction that the management of human resources has a significant impact on the performance of the social service provided to the student consisting in accommodation, catering, transportation, grants, and cultural and sports activities, because we are also aware that the human resource in the present time, has become the real capital for all organizations, regardless of their productive, industrial, commercial or service nature. This importance stems from the fact that the human resource is the focus of every work, because it is he who thinks, who creates, who has the skills and capabilities and who can adapt himself to all situations, unlike machines that are programmed to perform specific tasks no more, no less. It is not enough for us to realize the importance of the human resource, but we must search for the most effective ways to manage these human resources. And this management does not start from the day this resource joins its job in the organization, but it is much earlier than that, i.e. interest, which is a fetus in its mother’s womb until the day of its birth. Then, comes the second stage, which takes place at the level of the organization, which begins with planning for these resources, by creating a balance between what is available at the level of the organization and what must be provided now and in the future, then comes the stage of employing him through good attraction and focus when choosing and appointing him in a successful way, the stage of his training and coaching to complete his shortcomings with regard to his job, and finally motivating him by providing all requirements for the quality of his performance, concerning material or moral motivation. We are talking here about the importance of the human resource and the requirements for its management in general, but this task becomes more difficult when managing these resources in the field of social service in its various fields of health, care, guidance, orientation, upbringing and education. The task is more difficult in this last field, because the recipient of the upbringing and education service is from the category of children and youth, who are the true reservoir of every nation, and this type of service has a longer period of time compared to other services, such as health services, for example, not to mention the provision of parallel services of pedagogical educational services consisting in accommodation, catering, transportation, grants, cultural and sports activities. Its difficulty is manifested in the fact that social service has a human aspect. It also requires rigor, seriousness, effectiveness and control, and good control over the management of its human resources, because it is about satisfying the recipient of the service through the quality of the service provided and the way it is provided, and that occurs only through human resources with high capabilities and skills. I started addressing this topic by asking a main research question consisting in: Does the quality of human resources management in the university services sector affect the level of services provided to the student? As an answer to this question, a major hypothesis was formulated as follows: The quality of human resources management in the university services sector affects the student’s social service. In this study, we relied on three methods: descriptive method, content analysis method and comparative method, and we used a set of research tools for that, including observation, interview, questionnaire, observation and interview guide, and finally documents and records. For this purpose, we chose a sample of the human resources of the organization under study and a sample of female students because they are recipients of university services. The results of the study consisted in the absence of planning for human resources, random recruitment, the absence of a coaching and training strategy and severe poverty in motivation and its methods, and through this we made a set of suggestions such as the need to speed up the establishment of a national database for human resources of the university services sector, tightening methods of control and diversification in it, restructuring the sector in accordance with the current data, reconsidering the issue of student representation, providing all the requirements for work in the sector, including equipments and means of good quality, reconsidering the laws governing the civil service sector and creating diversity in the field of motivating human resources of the sector.en_US
