Abstract

Seeking contemporary political system to pring the administration closer to the citizen througt serveral means, of providing public service and reducing the centralization of administrative management in contract relying on the method of administrative decentralization in management of local and regional, groups as result it increased the rol important that administration in achieving local development in other, side improving public service on other hand . It prepares the local and regional administration an integral part from the state it consists of the municipality that’s is considered the basic cell of a decentralized roginal system, in addition to the state as an administrative unit of state units, they both play political roles in various political administrative economic, social, culturel fields . Algeria, also aims through its local administration to improve quality of service in several areas, the aforementioned, however it faces many obstacle which requires the need to search for the most effective soolutions, then to fight against administrative corruption perhaps the best of these solution is reforme processes organizational side relying on the new management such as digitization and delegation of public facilities, in addition to qualifying human recouces and reforming local financial recources, as well as institutional reform to follow up the processes of improving public servic
