Abstract

This study aims to demonstrate the outlines and reality of the Algerian national innovation system and highlighting the role of the various actors in it, including structures and organizations, as well as the national policies for research and development in supporting and instructing scientific research ,and valuing its results towards creating innovations oriented to the industrial sector for the purpose of improving its local and external competitiveness ; furthermore, adopting the interactive model of innovation as a tool for achieving economic growth, social progress, improving the quality of life and sustainable development, Thus enhancing the competitiveness of the country

The fieldwork: this part represents a contribution to measuring the performance of the Algerian system through indicators of elements and components, measuring knowledge flows and measuring scientific and commercial performance .In addition to a case study of a sample of perfume and cosmetics manufacturing establishments based in the industrial cluster of Blida ,In order to shed light on the strategic approach of institutions in this sector in Algeria in an ecosystem that increasingly supports and stimulates innovation, research and development in promising industries that has a developmental impact on the Algerian economy.
