Abstract

The human element has a creative energies makes it as intellectual capital and factor no less important than physical capital. In fact, it’s the cornerstone of the development process inside the province, and the first element of production. The human element one of the output of high schools, which represents one of the institutions of the region's most dynamic and productive in the field of scientific and cognitive. The nature of the place contribute to the formation of this schools programs in a way gives more attention to practical lessons and field exercises that serve the region mainly. Accordingly, this article aims to identify the role of the outputs of secondary education in Guelma Province, and what it’s seeks to achieve compatibility with the requirements of the local labor market.
