Abstract: The changes which the city is subject today, we challenge regarding planning choices to spatialize environmental concerns, and how to transcend places and cultures, and to preserve local specificities. Obvious signs of this phenomenon is reflected in the urban sprawl that requires not only the fragmentation of peripheral areas, but also the degradation of life and its corollary the quality of life. However, our instruments are quickly becoming obsolete and no longer fit the context and emerging issues territories fringe. On the other hand, the lack of institutional intermediaries that characterizes the different stages of planning, contributing to the loss of urban quality. In this context, the quest for urban quality reflects several key factors to urban life, namely, urbanity, its consistency, clarity, continuity of space, which are arguments justifying the need sensitive approach to the territory. The qualitative approach to urban spaces encourages define redevelopment as an intervention to help give another image, another function. These interventions currently concern, large ensembles, old and new neighborhoods, urban land, between the cities. In anticipation of a process of requalification emerging areas in the periphery, the methodology for evaluating the quality offered, through the development of a system for evaluating the quality that combines quality parameters from urban composition and the principles of sustainable development that puts into perspective a system of indicators, to ensure the sustainable regeneration and helps to experiment with new actions reconstruction and upgrading. The implementation of the operational evaluation of the quality system through its integration into the specifications and monitoring of urban quality and contributes to the multi-criteria decision making. The themes involved, the diversity of actors involved and the multidimensional nature of urban impose global visions and cross steps. Hence the use of different approaches to cross, and the proposal of the innovative organizing strategies, more flexible set at an intermediate level that proves conducive to the emergence of a process of harmonization of documents and tools techniques
