Abstract: Through our study of this subject, it is clear to us that the main persons in the international community are the States and international organizations explicitly recognized in international legislation. International organizations are considered the second person in the international community as they have rights and duties specified in their constitutive documents, Or a constitution. The Organization can not derogate from its Charter, otherwise its decisions are considered illegitimate. It carries out its tasks and roles through a set of organs to reach the goals for which it has been established and in accordance with a principle and objectives set forth in the Charter. The international organizations are permanent and not rigid. They are constantly changing and evolving to keep abreast of developments in international relations such as the United Nations. There has been a great deal of interest in the field of human rights by holding several agreements concerning these rights.
