dc.description.abstractThe local administration is the fundamental cell or nucleus of the country. Most countries seek for the democratic application of the system of local administration giving the central role it plays in the achievement of development process in its various fields, especially the political development. Local councils are a reflection of people’s democracy and an embodiment of the regional decentralization; what allows the local citizen to manage his affairs through his elected representatives in these councils, so as to achieve the aimed objectives, notably in the political development field. The political development process can not be achieved in the existence of an administrative way characterized by centralization in terms of planning and management of the “local” development aspect of the country. There must be provided a range of material and human resources, supported by the necessary legal and regulatory regulations in order for these local authorities to carry out their works and to keep up with modern requirements (modernization of local administration ), in order to bring the administration closer to the citizen and to personify the principle of “participatory democracy”.en_US
