Abstract: Summary: The State Council is considered a supreme judicial body evaluating all the work of the lower administrative judicial authorities. It has a set of competencies conferred upon it by law so that it considers cases as a judge of the first degree and the last degree in administrative cases, and it has been assigned the jurisdiction to adjudicate disputes with its own procedures before it, in accordance with the law of civil and administrative procedures, as it is the regulator. The only procedures for litigation before the State Council, where the litigation procedures before the State Council have a set of characteristics, the most important of which is that they are of a written, directive, and semi-secret nature, and the goal of following these procedures is to reach the truth, and the judge seeks behind the search for the legitimacy of administrative acts and achieving the public interest.
