Abstract

Summary of the note: In this note, we dealt with the issue of the preparatory processes for the local elections in Algeria, in the light of the Algerian legislation, which was able to remove the abuses and breaches that may mar the preparatory process of the electoral process and as a guarantee for the exercise of political and constitutional rights by individuals. The legislator assigned the task of the preparatory processes to the independent national authority for elections created by a special law, 19-07, which organizes it and defines the way it works in terms of preparation and conduct of the electoral process in order to reach fair elections that truly express the will of the people in decision-making to achieve democracy and the rule of law and this is by working with the modern presidential decree 21 -01 related to the electoral system.
