Abstract

The elected local councils are the legal framework in which the people exercise their participation in the conduct of the general affairs of local development, through their election to the local councils that practice their work through deliberations set by the legislator with laws and decrees through which the elected councils can contribute directly to the planning of local development. Making it subject to administrative and judicial oversight to legitimize it and protect the rights of citizens from abuse of power and abuse of influence.
