At the present time, diplomatic relations are no longer limited to the traditional aspect that depends on the traditional relationship that exists between states, as actors have appeared in the international system, such as international organizations and diplomatic envoys. As countries are sending special missions to represent them in other countries or international organizations that are added to the traditional missions, this category of missions is considered an influential actor in diplomatic relations, which is known as the system of special consular diplomatic missions, which plays a prominent role in addressing many issues that transcend relations Between countries, especially those of common interest, whether economic, political, cultural or scientific, to raise them to the level of the aspirations of countries, which was embodied in the temporary special diplomatic representation system, and it is noted that this system did not rise to the level of the permanent diplomatic representation system in terms of Judgments, despite his contribution to addressing many of the issues brought before him.en_US
