Abstract: The human right to security, for which we have tried to lay the foundations in this study, is based on the theory of human security contained in the Human Development Report of the year 1994. This approach aiming to correct the traditional concept of security,whiche has provided its alternative to the definition of security, and to its fundamentale reference and modes of construction worldwide. This same approache considers the individual as the fundamental unit of analysis in the security equation and extended the field of security, whiche has now become multidimensional ( economic- political- social- ecological-food safety- Sanitary- Personal) We tried to adapt the international law with its subsidiaries and its contemporary developments. In order to see how it interacts with the new concept of security, and provid a legel back-up to this right, Without neglecting the threats to it, that are now of more non-analogous nature than military. We finally addressed the methods of its implementation,through the pursuit of tools and mechanisms as well as the requirements of its implementation.
