Abstract: This study dealt with the Algerian Council of the Nation as a reflection of parliamentary duality of the legislature, starting from the constitutional amendment of 1996 to the that of 2020, by addressing its organic and structural organization for being a stand-alone chamber, in order to clarify the fundamental role that the Council of the Nation was supposed to play, had it not been for the strict formal and objective restrictions that limit its exercise of this inherent competence, as a result of the intervention of the executive authority in the legislative work, and its dominance to the Council through several constitutional and legal mechanisms; the supervisory role of the Council is also considered to be almost non-existent compared to that of the National People's Assembly, as it does not entail any political responsibility for the Government; to reach at the end of the study the real goal of the National Assembly, which is participating in stabilization of the constitutional institutions rather than promote and improve legislative and supervisory work
