Abstract: The prevailing belief was old because the Ottoman state did not give education a great importance, and it did not make any efforts in the field of education, and this belief was associated with it because it was a military state more than a civilian one, and all its interest was focused on the military side only, in return for that it neglected The education sector and the dissemination of educational institutions in the Arab countries, and that its reforms in the field of education were limited to some Arab states, and we especially mention the Iraq region, and perhaps this is what made us look into the details of this issue more, and we seek to correct this belief by re-presenting The reality of education and educational institutions exactly prior to Midhat Pasha's assumption of Iraq, and during his assumption of Iraq (1869_1872), and how he sought to advance the scientific aspect, while addressing the state of education after isolation, which witnessed a decline from what it was.
