Abstract: The shift to the method of electronic management has become an inevitable necessity imposed by global changes, scientific and technical progress, and the continuous demand to raise the quality of outputs and ensure the safety of operations, and the introduction of the concept of electronic management as a mechanism for developing the information structure within the institution that would bring about positive change and development in all aspects of the institution, in order to Eliminate the difficulties that the administrative apparatus suffers from in performing its job, with the aim of raising the efficiency and effectiveness of the human resource in it. The latter, which has become an effective element in achieving the institution's efficiency and competitiveness, therefore, the real training requirements and needs needed by the administrative worker should be considered, and the type of training that the worker receives, especially in light of the adoption of electronic management in the institution, should be considered. The research in this study revolves around an answer to the main question: What are the training needs of administrative workers under electronic management? And two sub-questions fall under it, the first: What are the technical training needs for administrative workers under electronic management?, And the second: What are the administrative training needs for administrative workers under electronic management?. In order to achieve the objectives of the study and answer its questions, the descriptive approach was relied upon in the field study that was applied in the Directorate of Vocational Training and Education in the state of Biskra, where a comprehensive survey was carried out for the category of administrative workers, which numbered 30 individuals, and the main research tool represented in the questionnaire was applied to them, in addition to The two tools are participatory observation and the standardized interview. After collecting, analyzing and interpreting the data, the following results were reached. The training objectives are in line with the overall objectives of the institution in raising skills and thus improving performance, including achieving the objectives of the institution. Good training, and this is evidence that planning for training by the management is in line with the training needs of workers, and that the institution provides the technical capabilities necessary to implement electronic management in the institution to a large extent. Where it provides electronic programs and computers, it also provides a set of software that helps speed up the data processing process and reduce deviations, as there is a computer network in the institution that facilitates the process of exchanging documents and documents, and the communication network contributes to facilitating communication between workers and reduces the cost of saving the information
