Abstract

Urban planning is one of the most important procedures and strategies that work to improve the status of the city, but in Algeria, and especially in the city of Biskra, it suffers greatly from poor planning and its lack of exploitation, and this is what the city has known recently because of the new buildings and neighborhoods that were the reason for the emergence of urban phenomena And new social factors hindered the activity of the economy and the population, which led me to study the relationship between urban planning and the lack of exploitation of public space with facilities and services in the area of 2000 dwellings, where I built the study plan according to organized and written standards, so in the first chapter I built the problem of the study and so on The most important reasons for choosing the topic in addition to the importance and objectives of the topic, then moved on to identify the concepts that serve the subject of the study, and then presented the most important previous studies that were the reason for the depth and more understanding in how to build the study. In the second chapter, I explained urban planning and identified it through its origins, characteristics, tasks, and most important objectives. As for the third chapter, it was devoted to public space, where it was identified through its concept and factors of development, i.e. its history, in addition to mentioning its most important components, and in the last I touched on the presentation of the most important actors working on the management of public space affairs, but in the fourth chapter, the most important methodological procedures for the study were presented, as I focused on mentioning the areas of temporal and spatial study, which were in the neighborhood of 2000 dwellings and humanity (the sample), and tools Collecting data, including the observation and questionnaire that was distributed to the members of the neighborhood and an interview guide that was directed to the bodies for housing and construction, as well as the method used, which is the descriptive approach that helped us analyze, interpret and describe the phenomenon. As for the fifth chapter, where we dealt with reading and Emptying the data and data that we obtained through our going to the field into tables and we analyzed them until we reached general results later that we discussed through questions and previous studies.
