dc.description.abstractThis study dealt with the services provided by educational technology for people with special needs, mainly the blind ones, by highlighting the existence of this group of eople in society and providing all capabilities, educational programs and technical tools in rder to benefit from them in the academic field. Accordingly, this study aims to address the subject of educational programs using smart phones for people with special needs, studying a sample of blind students in the Braille Department at the Central Library of Mohamed Khider Universityof Biskra, relying on the descriptive approach that ontributed to building the theoretical and objective foundations of the study, in addition to the nalysis that contributed to reaching the results of the field study. The interview form tool was relied upon, which was distributed to a sample of blind students in the Braille epartment of the library. And, this is in order to answer the following question: What are the services provided by educational programs and applications using smart phones for the blind? What is the extent of the exploitation of these services by these blind people?en_US
