Abstract

This study deals with a topic entitled “The Reality of Exploitation of Public Reading Libraries and University Libraries”. The study relied on selecting a random sample of employees with different professional ranks in each of the two libraries. The descriptive approach was followed in our study, and we relied on the questionnaire form as the main tool for data collection. To the employees in the main library for public reading, Mujahid Muhammad Issami, and university libraries at the University of Muhammad Kheidar–Biskra– in addition to the questionnaire tool, we relied on the observation in order to answer the following hypotheses: -Do Public reading libraries and university libraries are effectively exploiting copyright exceptions provided by international and Algerian legislation? - Public reading libraries and university libraries seek to meet all the needs of their beneficiaries. - Both public and university reading libraries provide adequate legal protection for copyright exceptions. After unloading the data and analyzing it, this study reached a set of results to achieve the hypotheses of the subject, which indicate the exploitation of public and university reading libraries for exceptions to copyright in international and national legislation.
