Abstract: The purpose of the study is to identify the requirements for adopting knowledge management in improving the performance of the institution through a field study of the Operational Directorate of Algeria Telecom - Biskra -.The descriptive approach and the deductive hypothetical model were relied upon, as well as the questionnaire as a main research tool for a sample of executives and managers, and the use of SPSS.V19 program so as to analyze the data and test the mediation process according to the Baron and Kenny model as a contribution to determine the knowledge management requirements represented in the organizational culture, organizational structure, information technology, administrative leadership and its impact on the performance of the organization (from the perspective of the balanced scorecard) in the presence of knowledge management processes according to the model (Gold, Malhotra, & H Segars, 2001) for the organizational capabilities of managing knowledge and its processes. This study concluded with several results, the quite significant of which are: the presence of a contribution to the requirements of adopting knowledge management in improving the performance of the Operational Directorate of Algeria Telecom - Biskra -, and the study presented a set of proposals, the most paramount of which are: the need to adopt flexible organizational structures that are compatible with the method of knowledge management, in addition to strengthening and establishing an organizational culture Supportive and creative, avoiding its negative bureaucratic practices, giving a boost to the ways of sharing knowledge between individuals by reducing personal and organizational obstacles, and accessing the creation of new knowledge that contributes to improving the performance of the institution.
