Abstract: This study aimed to identify the reality of electronic management in the Algerian national institution, so that we chose one of the leading institutions in the field of services, namely (Algeria Telecom Corporation - Biskra Agency) -, as well as identifying the impact that electronic management can achieve in terms of its ability to improve Institutional performance levels, as well as achieving and developing competitive advantage. In order to achieve the objectives of this study, we chose a random sample consisting of (90) individuals, where the questionnaire was allocated as a tool for the study, and following the field visit, the total number of questionnaires distributed to 40 questionnaires was adopted. The analytical descriptive approach was adopted in the treatment of this research to reach the results The study and for analyzing the data relied on several statistical methods, including: descriptive statistical measures, regression analysis, etc. The study reached several results, the most important of which is that all the stability coefficients for the variables of the study and its various axes ranged between (0.939 for the electronic administration as a whole and 0.948 for the performance of the institution as a whole), and they are statistically very good values. ) and it is a stability coefficient suitable for the purposes, the answers of the respondents to all these dimensions of electronic management were the axis as a whole the general trend with medium averages, which indicates the availability of these dimensions in the institution under study and we concluded that there is a positive and strong correlation between each of the dimensions of electronic management (organization It also showed that there are statistically significant differences at the level of significance 0.05 between electronic management and the variables (age, educational qualification, years of experience, current job field). The most important recommendations came towards the need to develop an annual work program that depends on strengthening electronic management and showing its various dimensions for its employees, in addition to focusing on relying on modern methods of information and communication technology, given that the latter is the fundamental pillar of electronic management, in addition to seeking to attract human resources. Those with competence in the electronic field must update the laws and legislative texts necessary to move from manual administrative work to electronic administrative work in providing services and not obstructing them in order to legitimize their mechanisms and work environment, prepare feasibility studies necessary to estimate the costs of applying electronic management and determine appropriate budget.
