Abstract: Democratic analytical processes represented the most prominent phenomenon during the last decades of the twentieth century where Hhadaalm what became known as what he called Professor Samuel Huntington third wave of democratic transformation in the last quarter of the twentieth century. And Algeria along the lines of most countries of the world have seen mobility politically active due to the many problems afflicting the system was in the eighties of the last century, and resulted in the creation of the idea of democracy after where the form of the Constitution of 1989, a turning point in the Algerian political system as enshrined in the principles of pluralism and then came Constitution of 1996, shows a picture of democracy, then came turning point last of the democratic experiment in Algeria when the accession of President Bouteflika to power where made numerous reforms and projects have dimensions of internal and external in order to find projects final of the crisis and re-Algeria to the international arena.
