التحديات الراهنة للتجارة العالمية وتأثيرها على الدول النامية على ضوء نظام تجاري متعدد الأطراف – مع الإشارة إلى حالة الجزائر

Abstract

RESUME :

تهدف هذه الدارسة الى تسليط الضوء على التحديات التي تواجه التجارة العالمية من جهة والنظام التجاري من جهة ثانية، وكذا تأثيرها على الدول النامية، فالنظام التجاري متعدد الاطراف يهدف الى إرساء التجارة العادلة وتعزيز مساهمة الدول النامية في التجارة العالمية، غير ان هذا الهدف يجابهه مجموعة من التحديات، وقد أخذنا ثلاثة تحديات رئيسية نرى ان لها انعكاسات سلبية على نمو التجارة العالمية، فالتحدي الاول يتعلق ببروز المتطلبات البيئية كأداة حمائية خاصة في وجه منتجات الدول النامية، في حين يتمثل التحدي الثاني في تعاظم دور الاتفاقيات التجارية الاقليمية من جهة وتعارضها مع مبدأ الدولة الاولى بالرعاية من جهة ثانية بما يشكل إجراء تمييزي ضد الاطراف الأخرى أما التحدي الاخير فيتمثل في تداعيات الازمات الاقتصادية العالمية على التجارة العالمية خاصة من خلال تراجع التبادلات التجارية وعودة الحمائية بالإضافة الى انخفاض الدعم الموجه للتجارة، وقد قمنا بإسقاط تأثير هذه التحديات على الدول النامية وكذا على الجزائر. This study aims to shed light on the challenges facing the global trade on the one hand, and the trading system on the other hand, as well as their impact on developing countries, the multilateral trading system aims to establish fair trade and enhance the contribution of developing countries in global trade, However, this goal confronts him set of challenges, We took three main challenges, we believes that have adverse repercussions on the growth of world trade, The first challenge concerning environmental requirements that turned to protectionism instrument especially in the front of the products of developing countries, the second challenge, the growing role of regional trade agreements representing incompatibility with MFN principle and constitutes discriminatory action against the other parties, the last challenge, the impact of the global economic crisis on world trade, especially through a falling trade and the return of protectionism, In addition to a decline in aid for trade programs, We have dropped influence of these challenges on developing countries, as well as Algeria.
