Abstract: Within the framework of the current international economic developments, Algeria signed a partnership agreement with the European Union, which entered into force during the month of September 2005, motivating Algeria to approve a set of accompanying policies and procedures, which is a necessity in order to adapt the national economy as a whole, and work for the adaptation of the industrial sector in general, as being the most economic sector concerned by the Euro-Algerian partnership agreement and the adaptation of small and medium-sized companies in particular, considering that this sector is vital for the economic and social development. Whereas Algeria officially adopted the adaptation process in 2002, through the national adaptation programs and adaptive programs offered by the European Union under the economic and financial aid given and within the scope of Euro-Algerian partnership agreement, which aims to support and assist small and medium companies to improve their competitiveness and increase their capability and performance. For this study, we attempted to analyze the results of the programs of adaptation of small and medium companies, which appeared to be below the level of the planned aims This, because the efficiency of these programs requires the contribution of funds necessary for the implementation of adaptation operations and the development of abilities to improve the competitiveness of small and medium companies so that they may face the challenges of the free trade area which realization is planned for 2020.
