Abstract

بــرزت مشــكلة القرصــنة البحریــة منــذ الأزل ، وهــي تعــد مــن أقــدم وأخطــر الجــرائم التــي شــهدتها البشریة وعانت من ویلاتها العدید من الحضارات ، حیـث شـهد مسـرح الأحـداث الدولیـة ارتكـاب العدیـد مـن جرائمهـا ، وذلـك نظـرا لتعـاظم آثارهـا وتـداعیاتها . كمـا تجلـت هـذه الظـاهرة علـى مسـتوى منطقـة القـرن الإفریقـي وبخاصـة سـواحل الصـومال كأحـد أبـرز التحـدیات التـي تواجـه الأمـن والسـلم الـدولیین وتأثیرها على المجال الاقتصادي والتجارة الدولیة. وقـــد أدى تطـــور المشـــكلة فـــي منطقـــة القـــرن الإفریقـــي إلـــى فقـــدان مقومـــات الحیـــاة التـــي خـــذتها الصـراعات والحـروب الداخلیـة ، حیـث زاد الإهتمـام الـدولي بالمشـكلة كنتـاج لإدراك تـداعیاتها الأمنیـة والإقتصادیة على المستویین : الإقلیمي والعالمي . Abstract Piracy is an act of robbery and a criminal violence at sea. The pirates attack ships and steal valuables. Piracy was and still a serious problem. Its destructive effects are still to felt on international economy as well as world security. Piracy off the coast of Somalia has been a threat to international shipping since in the early 21st century. It is a result of what has happened to the nation of Somalia, both politically and economically. Wars and terrorism have come to dramatize and worsen the situation of the Somali people. The whole country has become a breeding ground for warlords, pirates, kidnappers, bomb makers. Piracy threatens not only Somalia but the West African territory.
