Abstract

العولمة مصطلح يطرح العديد من الأبعاد السياسية، الاقتصادية والاجتماعية و الثقافية، و على الدول ان تدرك حقيقة ذلك و تحصن نفسها من هذه الآثار، غير أن اللجوء إلى الحمائية من انكفاء عن الذات و الحفاظ على الخصوصية ليس بالحل. تجد الدول نفسها بين عولمة تمنح الفرص و تفرض الشروط الدولية، ومحلية تحمي الهويات و الثقافات، لكن تضيع الفرص. فتطرح ثنائية "العولمة المحلية " على صناع القرار رسم سياسات بخصوصيات محلية و واقع عالمي، فعلى القيادة السياسية هندسة نظام سياسي يحقق تنمية في الحياة الاجتماعية و المجال السياسي عن طريق كفاءة الأداء الاقتصادي و التنظيم الإداري المحكم الكلمات المفناحية: العولمة، المحلية،عولمة المحلية، هندسة النظم. Abstract Globalization is a term that presents many political, economic, social and cultural dimensions. Countries must realize this fact and protect themselves from these effects. However, resorting to protectionism from self-sufficiency and maintaining privacy is not a solution. States find themselves between globalization that offers opportunities and international conditions, and local identities and cultures are protected, but opportunities are lost. The dualism of "local globalization" calls on policy makers to formulate policies with local specificities and world realities. Political leadership has to engineer a political system that achieves social and political development through efficient economic performance and tight management.
