تحديات بناء الدولة بعد الثورة في ليبيا

Abstract

تهدف الدراسة إلى تبيان أهم التحديات التي واجهت بناء الدولة بعد الثورة في ليبيا وأثرها على مسيرة النظام ومستقبله ،وقد قامت الدراسة على فرضية أساسية مفادها أن هناك أثار سلبية لعدد من التحديات تكاد تعصف بالنظام الليبي وتؤدي في نهاية الأمر إلى تفككه وانهياره ،وقد اعتمدت الدراسة على منهجين أساسين ألا وهما المنهج الوصفي التحليلي ومنهج دراسة الحالة وذلك لتوضيح معالم الدراسة. بينت الدراسة التحديات التي واجهت بناء الدولة بعد الثورة في ليبيا والتي تمثلت في الجوانب الأمنية والعسكرية والسياسية والاجتماعية ،والتي أثرت بشكل كبير على العملية البنيوية في ليبيا ،فالطبيعة الهشة لمؤسسات الأمنية والعسكرية أدخلت الدولة في دوامة العنف والاقتتال وبروز العديد من الجماعات المسلحة والقبلية التي تفرض نفسها على الساحة السياسة ،وخلصت الدراسة إلى سيناريوهات مستقبلية تكمن في إقامة نظام فدرالي أو تحقيق التحول الديمقراطي وان كان هذا الأخير مستحيل في ظل تصاعد التحديات. Abstract: the study aims at showing the most important challenges that faced state building after the revolution and its impact on the futur of the regime the sturdy based on a basic assumption that there an negative effects of number of challenges almost sterilized the lybian regime and ultimately lead to its disintegration and collapse the sturdy was based on two approaches. the descriptive analytical approach and the case sturdy method dopy to illustrated the parameters. the sturdy showed the challenges , that faced the structure of the state after the lybian revolution which were in security aspects ,military , politick and social ones, the fragile nature of security institutions and military the state has been plunged into a cycle of violence's and fighting's and emergence of many army groups and tribalism that imposes itself. lies in the establishment of a federal system or achieve a democratic transition although the latter is impossible in the escalation of challenges.
