|Abstract:||Abstract: The aim of this study is to highlight the role of MIS in activating the human resources management of the People's Municipal Council, as well as the contribution and impact of these five dimensions (databases, hardware, software, networks and human resources) on human resources management functions. The study aims to identify the type of systems currently used in the management of human resources in the municipality and the extent to which they contribute to the performance of the functions of this administration. In order to achieve this, a 37-question questionnaire was distributed as a tool to study all HR staff. This chapter was divided into three chapters. In the first chapter, we discussed the theoretical framework of management information systems. In the second chapter, the theoretical framework for human resources management and its relation to the administrative information systems. In the third chapter we dealt with the field study of the municipal council of Biskra. The general definition of the municipality in addition to the methodology of the statistical study and the testing and interpretation of the results, and the final key findings and recommendations, and the study found that there is an impact of information management systems in its five dimensions in the activation of human resources management in the municipality.|
