دور البحث العلمي في تشجيع الابتكار في قطاع التعليم العالي دراسة حالة جامعة بسكرة

Abstract

يهدف هذا البحث إلى محاولة معرفة دور البحث العلمي في تشجيع الابتكار على مستوى قطاع التعليم العالي، محاولين بذلك إسقاط ما جاء في الجانب النظري على الد ا رسة الميدانية التي كانت في جامعة "محمد خيضر بسكرة"، والتعرف على مدى مساهمة البحث العلمي في تشجيعه للابتكار في الجامعة. ولتحقيق أهداف هذه الد ا رسة اعتمنا على المنهج الوصفي والتحليلي الذي يتناسب مع طبيعة البحث وبالاستعانة بتقنية تحليل المحتوى حيث تم تحليل مضمون قوانين البحث العلمي والم ا رسيم المؤطرة للأساتذة الباحثين والباحثين الدائمين على مستوى قطاع التعليم العالي والبحث العلمي في الج ا زئر بالإضافة إلى المقابلة مع الأساتذة الباحثين في جامعة بسكرة، الأمر الذي مكننا من التعمق أكثر في هذا الموضوع. وقد توصلت الد ا رسة في الأخير إلى مجموعة من النتائج أهمها نقص تشجيع الجامعة للأساتذة الباحثين على الابتكار وعدم استغلال إنتاجيتهم العلمية. وفي الاخير وبناء على ما جاء في البحث نقترح مجموعة من الاقت ا رحات مثل توفير البيئة المشجعة على البحث العلمي وضرورة تثمين نتائجه. الكلمات المفتاحية : بحث علمي، ابتكار، تعليم عالي. This research aims at finding the role of scientific research in promoting innovation in the higher éducatiotion sector in Algeria, specifically in the university of Mohamed Khider Biskra as a case study. To schive the objectives of this study, we relied on the descriptive and analytical approach that is appropiate to the nature of the research and we have used the discourses a,alusis by analyzing the content of the scientific research laws and decrees that framed the management of the permanent researchers and the professors-researchers at the higher education and scientific research sector in algeria which enable us to go deeper in the subject. The study concluded with a number of results, the most important is the lack of university encouragement to professors-researcher who seek innovation, also university does not exploit their scientific production. Finally,based on this research, we proposed a number of suggestions, such as providing an environment conducive to scientific research and the need to evaluate the research results .
