Abstract

The analytical study of local authorities ,improvement of public service and the level of local authorities, i twas to reform the tax system, which is the main problem in which regional groups are floundering and its impact on their financial resources. As well as combating tax evasion , which is one of the main obstacles to economic development and financial abundance for local authorities and its important role in encouraging local investment ,and how to upgrade the public service at the level of public utility ,by addressing the conceptual framework of public utility and public service , where we highlighted the most important legal principles on which the public utility and the legal basis that embodied the idea of improving public service ,this highlights the most important modernization of the local administration from a traditional administration to an electronic one and its application in reality , its main objective is to bring the citizen closer the administration and to provide more quality and professional services at a lower cost, in addition to mentioning the areas of applications related to the management of civil status , such as the passport and biometric identical cards , the application of electronic management has also faced success and failure factors. This is what we discussed in our topic with an attempt to seggrst solutions to these obstacles .
