Abstract: The elected local people’s councils are considered the most important bodies in the state, and the decentralized system, and it is a space for popular participation, because it is formed through the election method, which achieves the so-called popular control, in addition to achieving participatory democracy and meeting the needs of the local population, and ensuring its independence, and this is what requires its enjoyment of a legal status special and reinforced. In view of its importance, the legislator has paid special attention to it through its legal system, which determines for us how to form, organize, manage and exercise control over it. However, this does not negate the shortcomings and problems that it suffers from and obstruct the path of achieving its goals. To eliminate them, these councils must be supported and promoted at all levels, from Through its legal system to achieve the governance and guidance of the elected local popular councils.
