To guarantee the eficacity of the public requests, and the good proper Was of the public money, we must toke into account there principr that the article nember 5 of the public procurement law, wiche are freedom of access to public requests, the equality in the treatememt of candidates and transparency of the procedures according to the articles of the law the administratire judge make a very impotante role in the guaranty the rights of the candidats, when the administration ascceed her legal powers.
