Abstract

Municiple plans in Algeria are considered amoung the most important means to achieve local development through the involvement of municipality in developing planning process and impllementing the public developmental policy allocated to municipalities . Howeversuch assignement to municipality dépends on the means of managing development at the local level as well as the necessary material and human potentials.wich are craterized by a paricularly large deficit on the lvel of financial revenu. Besides the performance of municipal plans is influnced by the degree of autonomy of municipality in decision making.this municipality should be more independent to the extent it is allowed to perform its functions freely and democratically and to persue scientific methods in planning the various local developmental programmers and that require more freedom in determining local needs.
