Abstract

The predident of the communal assembly people's is entitled with a twofold autority, one as a representative of the state, and the other as representative of the commune.Therefore, they can only execute their assigned duties given a juridical independence, as they represent the local government and embody the core principale of democracy. The being said, such independence may eventually be abused.In order to prevent that from happening, legislators established control mechanisms over this role to ensure that its holders woldn't breach any limits.
