Abstract

The purpose of this study is to determine the role of using the information and communication technology to improve the competency of local administration by facilitating the provision of public services to citizens and reinforcing the popular participation. The researcher wanted, thru this study, to determine the effect of the use of information and communication technology onto the competency of local administration in the application of Algerian and Tunisian examples. The problematic of study was proposed by the following question: to which level, the use of information and communication technology in managing the local general affairs helps to improve the competency of local administration in both of Algeria and Tunisia ? In order to reach the goals of study, the researcher worked on ground on samples of agents of local administration by asking to fill in information into a questionnaire form. The results were as follows : - There is a medium range use of information and communication technology in the local administration in Algeria. - There is a wide range use of information and communication technology in the local administration in Tunisia. - There is a high level of competency of local administration in Algeria. - There is a high level of competency of local administration in Tunisia. - There is a direct correlation between the use of information and communication technology and the competency of local administration in Algeria. - There is a direct correlation between the use of information and communication technology and the competency of local administration in Tunisia. The researcher recommends in future studies the following : - Study of the impact of political and administrative system in both Algeria and Tunsia on the use of information and communication technology in public sectors. - Research the readiness of citizens in both Algeria and Tunisia to deal with outputs of the use of information and communication technology.
