Abstract: Given the vacuum that characterizes the public spaces of the city of Biskra, the majority of the time, despite the role they must play in the city for the benefit of the population. Including the later and in general public spaces is a place that provides social interaction, cultural, allows the celebrations and commemorations, interactions and transmission of news, communication and trade. Thus, it is both a space converge and diverge, with the use and practice are summarized in: meeting people, gathering, recreation, rest, consumption of time, goods and furniture, admiration and observation of facts and events and appreciation of city life. People use them and exploit them in their own way: terrace cafeteria, football field, just to pass ... etc. or vacuum, marginalization, neglect ... etc. The research aims to reach and identify the problem of lack of use and phase between conception and practice spaces and plots in arid and semi arid areas and particularly in the city of Biskra, despite the recent adjustments made to their levels. To answer the questions of research; who on the start, call into question the quality of designs of the public places and the conditions of their creations; and other share, influencing cultural factors the behavior of people in their uses of these last; it will be by the checking of the stated assumptions which will enable us to know the cause of the type of use and the abandonment of these last by the population.
