Abstract: This study aimed to reveal the role of organizational learning in the development of human resources in the Directorate of Electricity and Gas Distribution for the state of the Wilaya of Ouled Djellal. To achieve the study's objectives, the study focused on two variables: organizational learning with its dimensions (learning dynamics, knowledge management, organizational transformation, and technology application) and human resource development through (knowledge development, skill development, employee empowerment, and organizational development) both in its theoretical and field aspects. The student researcher followed a descriptive approach, relying on the Organizational Learning Scale developed by the American Society for Training and Development (ASTD), which was adapted and modified by the researcher to align with the study. The scale was translated in all its dimensions. Additionally, a questionnaire specific to human resource development was prepared. The study population included all employees in the Directorate of Electricity and Gas Distribution in the Wilaya of Ouled Djellal, totaling 139 workers. A comprehensive survey of the study population was conducted using purposive sampling. The student researcher utilized various statistical methods, including percentages, Pearson correlation coefficients, Cronbach's alpha, skewness and kurtosis coefficients, and simple linear regression analysis. Data analysis and hypothesis testing were carried out using the statistical package SPSS version 21. The results revealed high tendencies among the study participants towards the organizational learning variable, with low to moderate tendencies towards the human resource development variable. The findings also indicated the presence of a role for various dimensions of organizational learning (learning dynamics, knowledge management, organizational transformation, and technology application) in the development of human resources in the Directorate of Electricity and Gas Distribution in the Wilaya of Ouled Djellal. There was a statistically significant relationship between them, which was low to moderate. The results suggested a moderate role for organizational learning in human resource development, also a set of suggestions.
