Abstract

This search is provided to deal with the issue of “comprehensive quality management and rationalization of human resources “ where we have given a look at how totale quality management paid attention to human resources development taking into account the human element is the boasic elemnt to achieve the goals of the organizations،Whereas the Algerien instituions have accompainied the globale development and have also turned to the administrative evolution of thoughts by adopting method of administration such as the administration of total quality management and its attention to Quality of human resources .
