|Abstract:||In order to delivery an add value in confirmity with the exigencies of competent and efficient dealing with modern government organization environment; organizations must engage a Cultural Change within wich develope new values and behaviours wich guide the employee in the proper method of accomplishing the tasks , and help the members of organization to develope the spirit of innovation and creative skills. The process of Cultural Change will confront difficulties because of its critical subject: values, attitudes,…,.of members of organization, but it will be achieved sucessfuly when organiszations comes to develope a plan of leadership administration based upon the idea of provide a model of trust values .|
